NOTIFICATION

The draft of the following rules further to amend the Karnataka Public Service Commission (Condition of Service) Regulations, 1957 which the Government of Karnataka proposes to make in exercise of the powers conferred by article 318 of Constitution of India is hereby published for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette.

Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above will be considered by the State Government. Objections or suggestions may be addressed to the Secretary to Government, Department of Personnel and Administrative Reforms, Vidhana Soudha, Bangalore-560001.

REGULATIONS

1.Title and Commencement. (1) These regulations may be called the

Karnataka Public Service Commission (Conditions of Service) (Amendment) Regulations, 2025.

(2) They shall come into force from the date of their final publication in the Official Gazette.

2.Insertion of regulation 13A. In the Karnataka Public Service Commission (Conditions of Service) Regulations, 1957 (hereinafter referred to as the said regulations), after Regulation 13, the following new Regulation shall be inserted, namely:-

"13A. Appointment by Deputation. Secretary of the Commission is the Competent Authority empowered to make appointments on deputation to the different cadres of the Commission with such terms and conditions as may be specified by him:

Provided that, the Secretary of the Commission is also the Competent Authority to depute any Officer or Staff of the Commission on deputation to any other Department or Organisation of the State Government, with such terms and conditions as may be specified by him."

3.Amendment of ANNEXURE I.- In Annexure-1 to the said Regulation,-

(i) in serial number (1), for the words "Secretary & Controller of Departmental Examinations", the word "Secretary", shall be substituted;

(ii) after serial number (1), and the entries relating thereto, the following shall be inserted, namely,-

1A- Controller of Examinations Encadred in IAS- 1

(iii) in serial number (2), in column (3) the words "by Contract", shall be omitted;

(iv) in serial number (3), in column (2) for the words "Joint Secretary", the words "Joint Controller of Examinations", shall be substituted;

(v) in serial number (10), in column (2) for the words "Console Operator", the words "Technical Assistant", shall be substituted;

(vi) in serial number (12), in column (2) for the words "Assistant/Accountant/Receptionist", the word "Assistant", shall be substituted;

(vii) in serial number (14), in column (2) for the words "Data Entry Operators", the words "Junior Technical Assistant", shall be substituted;

(viii) in serial number (15), in column (2) for the words "Senior Typist", the words "Senior Data Entry Assistant", shall be substituted; (ix) in serial number (18), in column (2) for the word "Typists", the words "Data Entry Assistants", shall be substituted;

(x) in serial number (20), in column (2) for the word "Jamedar", the words "Senior Office Attendant", shall be substituted; and

(xi) in serial number (21), in column (2) for the words "Dalayat/Watchman/Home orderly/Sweeper", the words "Office Attendant", shall be substituted.

4.Amendment of ANNEXURE IA. For annexure IA to the said regulations, the following shall be substituted, namely,-

















Note: The Secretary, Karnataka Public Service Commission reserves the right to curtail the term of deputation referred at Column (3), as he deems fit.

Explanation: Fifty percent of posts to be filled by deputation referred to in Column (3), shall not be against the posts earmarked for promotion or direct recruitment as specified in the rules of recruitment prescribed for different cadres of the Commission. Fixation of fifty percent shall be only for the purpose of calculation of posts for deputation in relation to the sanctioned strength.

Provided that, fifty percent officers and staff in each cadre of the Karnataka Public Service Commission shall be sent on deputation to other departments.
