D. Devaraj Urs Backward Classes Development Corporation Schemes 2026-27: Apply Online
The D. Devaraj Urs Backward Classes Development Corporation (DBC Development Corporation) has invited online applications from eligible candidates belonging to the specified Backward Classes categories for various welfare schemes for the 2026-27 financial year.
Eligible applicants can submit their applications through the Seva Sindhu portal or through Grama One, Bangalore One and Karnataka One service centres. The last date to apply is September 30, 2026.

1. D. Devaraj Urs Self-Employment Individual Loan Scheme
Under this scheme, unemployed beneficiaries belonging to eligible Backward Classes can obtain financial assistance for economic activities in agriculture-related activities, business, industry, transport and service sectors.
- Maximum financial assistance: ₹2 lakh
- Up to ₹1 lakh loan: 20% subsidy, maximum ₹20,000
- ₹1.01 lakh to ₹2 lakh: 15% subsidy, maximum ₹30,000
- Remaining loan amount is provided at 4% annual interest
- Eligible categories: Category-1, 2A, 3A and 3B
- Annual family income:
- Rural areas: Up to ₹98,000
- Urban areas: Up to ₹1.20 lakh
- Age: 18 to 55 years
2. Ganga Kalyana Irrigation Scheme
The scheme provides irrigation facilities to small and marginal farmers belonging to eligible Backward Classes.
For individual borewell projects:
- Bengaluru Urban, Bengaluru Rural, Ramanagara, Kolar, Chikkaballapur and Tumakuru districts: ₹4.75 lakh
- Other districts: ₹3.75 lakh
- Electrification cost of ₹75,000 per borewell will be paid to the concerned ESCOMs.
- If the beneficiary is unable to complete the unit, a loan of ₹50,000 at 4% interest may be sanctioned.
Land eligibility varies by district. In Udupi, Dakshina Kannada, Kodagu, Uttara Kannada, Chikkamagaluru, Shivamogga and Hassan districts, the applicant must possess at least 1 acre of land. In the remaining districts, the applicant must have 2 to 5 acres of contiguous land at one location.
3. Arivu – Educational Loan Scheme
Students from eligible Backward Classes who secure admission through CET, NEET and similar selection processes can obtain educational loans for professional courses.
The scheme covers courses such as:
- Engineering
- Medical
- Dental
- Other eligible professional courses
Financial assistance is provided at 2% annual interest, with the total loan depending on the course duration and applicable limit.
- Annual family income limit: ₹3.50 lakh
- Loan assistance: Up to ₹1 lakh per year
- Maximum course-period assistance: ₹4 lakh to ₹5 lakh, as applicable.
Students who have already received a loan under the scheme and require the second or subsequent instalment must submit the previous two semester marks cards, current-year study certificate and consent letter from the guarantor/parent.
4. Foreign University Higher Education Loan Scheme
Eligible Backward Class students admitted to recognised foreign universities can obtain interest-free financial assistance for higher studies.
Eligible programmes include:
- Ph.D.
- Post-Doctoral programmes
- Master’s Degree
- Engineering & Technology
- Management & Commerce
- Science & Technology
- Agriculture & Allied Sciences/Technology
- Medicine
- Humanities & Social Sciences
Eligibility conditions include:
- Category: 1, 2A, 3A or 3B
- Maximum annual family income: ₹15 lakh
- More than 60% marks in the qualifying examination
- Admission to a university within the QS World University Rankings top 1000
- Maximum loan: ₹25 lakh per year
- Maximum loan for the full course: ₹50 lakh
- Loan is provided interest-free
Applicants must provide the required security for the loan. Documents such as the foreign university offer letter, visa, passport and air ticket copy must be submitted along with the application.
5. Swavalambi Sarathi Scheme
The Swavalambi Sarathi Scheme supports unemployed Backward Class youth who wish to become self-employed by purchasing a four-wheeler vehicle.
- Subsidy: 50% of the bank loan
- Maximum subsidy: ₹3 lakh
- Eligible categories: 1, 2A, 3A and 3B
- Annual family income:
- Rural areas: Up to ₹98,000
- Urban areas: Up to ₹1.20 lakh
- Age: 21 to 45 years
- Applicant must possess a Light Motor Vehicle (LMV) driving licence.
6. Sewing Machine Distribution Scheme
Under this scheme, sewing machines will be distributed to eligible poor families belonging to the specified Backward Classes.
Eligibility:
- Category: 1, 2A, 3A and 3B
- Annual family income:
- Rural areas: Up to ₹98,000
- Urban areas: Up to ₹1.20 lakh
- Age: 18 to 55 years
Eligible Communities
The above schemes apply to the remaining communities under Backward Classes Categories 1, 2A, 3A and 3B, excluding the communities/sub-communities specifically listed in the notification, including Vishwakarma, Uppara, Ambiga, Savita, Madivala, Nomadic and Semi-Nomadic communities, Vokkaliga, Lingayat, Kadugolla, Maratha, Tigala, Ganiga, Kumbara, Hadapada and Ediga and their sub-communities.
Important Application Conditions
Applicants must keep the following points in mind:
- Applications must be submitted online through Seva Sindhu.
- The applicant must have an active bank account linked with Aadhaar.
- The applicant’s name and other details must match across the Aadhaar card, caste and income certificates and bank passbook.
- Applicants who have already received benefits under any scheme of the Corporation, as well as their family members, are not eligible to apply again.
- Those who applied during 2024-25 or 2025-26 but did not receive the benefit need not submit a fresh application.
